It's more meant to be a variation on "Eat, sleep, ____!" Where the blank is whatever someone does. (I.E. "work" for a workaholic or someone with a gruelling work schedule, or "play" for a NEET, etc.) The implication is that they live (the eat and sleep parts) solely for the third thing. In Akagi's case, though, she lives for the "eat" part, so, she just also happens to go to the docks for super-long periods of time to fill up that third thing.
