Ultra Vires is a a legal term, indicating that something has been done outside of legal authority. It probably isn't the best term to use here, as it's not a legal matter, but an authority one.
It generally is seen in corporate law matters, such as where a companies agent operates outside the scope of the companies constitution, which can render any contracts that he entered into ultra vires, and thus voidable. (The opposite in intra vires). This could be seen if the companies constitution forbid entering into a loan, but an officer of the company used their authority to do so with a third party.
This only applies to organisations with narrowly-defined objectives; as such it is really only seen in non-profits and incorporated societies, as corporations are generally charted to do any and all actions that align with the corporation's purpose.
It is not used in a military context as far as I know.
Also, this is Commonwealth law, I have no idea about the US or Civil law situations.
I apologize if I'm wrong. Is there a better term to replace this?
In military contexts, you'd probably go with 'unauthorised' or 'overstepping/exceeding your authority' or the like. It's just that ultra vires very specifically refers to a legal situation.
Insubordination is the direct refusal to follow an order. It's also a different word in Japanese from 越権行為 which refers directly to exceeding authority. (不服従 is insubordination)

I can only wonder how Shitty admiral's voice would sound like...
monotone
No way!Yes.I'll have you take full responsibility.No.Do you have anything to say for yourself?I've read the documents. Then does that mean you admit that all this is true? The above mentioned are all your unauthorized actions.Whatever the case, Houshou still broke the military rules. That fact will never change. She only did that because she wanted to save us...!In the previous case, you have disobeyed orders, made unauthorized usage of equipment, and have implemented your Kai-Ni form under that same condition.
