Second time's the charm, looks like. Remember, Mokou was supposed to be in Hisotensoku, as was Kaguya, but they got cut basically for being too OP.
I wouldn't be surprised if Kaguya also got in. Let's face it, most everyone wants to see the eternal rivals actually go at each other in an official context, and a fighting game would be the perfect opportunity.
Also glad to see Shinmyoumaru get in. She's been rapidly climbing my personal favorite-character list of late.

In that case, I misinterpreted what I read on the subject (from Mokou's article on the Touhou wiki):
Mokou and Kaguya were planned to be playable characters in Touhou Hisoutensoku, but were scrapped due to a lack of time to balance their move sets; ZUN stated in an interview that they would have been overpowered. It's unclear whether this remark was from a gameplay perspective or a storytelling one, since ZUN had expressed a desire to focus on weaker characters like Cirno.
And if so, I do apologize for that. Easy enough mistake to make, I think.

Someone datamined the demo revealing Mokou, Shinmyoumaru and "Hanako" (that is going to be the Final boss) way before Tasofro officially announced them, and the code only included them and HM cast (here is the code or whatever it is called.) Unless someone from HM was replaced by someone else while still keeping the old placeholder name (for example, the "futo" in the code is actually another character), or they can add those later while still developing, those are definitely the characters we'll get. I'm more disappointed by the fact that it means there won't be a new semi-final boss like Iku in SWR, though.
Yeah, since it's the HM cast and that was the last fighting game, my gut suggests these are likely to be placeholder names in the codebase. Take that for what it's worth, though, since I've been wrong before... many times, in fact. But I don't think a Touhou fighter would feature largely the same cast in two consecutive entries. Reimu and Marisa are about the only givens, Hisotensoku aside.

Actually, Kokoro's name isn't in 13.5's data, but Mamizou's is, and she's the mid-boss. Chances are likely that Hanako is the mid-boss, while the final boss's name and data aren't in the demo.
