Suzukaze isn't part of the Kagerou kaze group. She has her own Shiratsuyu Kaze group but they're not released yet.

Until then she's together with Samidare.

But the main ships here in this picture are all Kagerou Kazes. Suzukaze would just be out of place if she's thrown in with them.

Suzukaze does historically 'knows' Tanikaze, as shown in the Fubuki Ganbarimasu manga, so it's not exactly too out of place.

More specifically, they're Kagerou Kazes who were already wearing this uniform in some form or another. Yukikaze and Tokitsukaze wear oversized shirts without the skirts. Hamakaze and Tanikaze wear short sleeves and Urakaze rolls her's up so she isn't wearing sleeves at all except for her long gloves. Most of them don't wear the stockings. And Urakaze is the only one with the hat.

Hatsukaze and Maikaze wear the other standard Kagerou uniform that Kagerou herself wears. Amatsukaze's is closer but it's black.

Yukikaze and Urakaze wear short socks, Tanikaze wears long socks, and Isokaze wears one of each. Only Hamakaze and Tokistukaze wear full on black stockings.
