I understand your notion and I also think the same, it's just that we can't deny where any future doujin will lead to.
If that mattered, the 6th Des Div wouldn't be the youngest-looking bunch of all besides maybe the even older Mutsuki-class. Looking pretty spry for some octogenarians...

Des Div 6 is made of the Akatsuki-class, which weighs as much (or more, depending on loadout) as the Fubuki-class "special-type destroyer". The "Special-type" just means "heavier." They were 2050 tonnes at full load.
The older Mustuki-class was only 1445 tonnes at full load, since they weren't the larger class. That's about 2/3rds the mass of a big ol' Akatsuki. (Full-fledged lady after all?)
That logic would require the Mutsuki-class to be blatantly younger (in spite of being older) than the 6th Des Div ships, and the 6th Des Div to be Fubuki-aged, at that...
Generally, I think the tastes of the artists are what matters more than any sort of hard-and-fast logical rules...

It's a bit sad that RJ cares more about breasts than most men when petite girls are cuter than titty monsters anyway.

Katsuragi WAS completed, she just never sortied or ever launched all of her planes. She was actually the last purpose-built Japanese aircraft carrier to be completed before the end of the war.
