IRL, the Tone cruisers had their big guns focused to the front, supposedly leaving a blind spot at the rear, though I'm not sure what that means in relation to Tone's appearance here...

I get it now! It's not that Tone isn't wearing panties, it's that she removed her skirt entirely, preventing the admiral from flipping it!

Actually I WAS referring to how the Tone girls don't seem to wear panties; the original cruisers had their weapons pointed fore, implying a blind spot behind...

What if the artists had figured that out?
