I'd agree. First thing to do would be passing the Akebono Defense. Pretty sure she'd beat us to a pulp to protect Ushio.
Ushio's the really (PAINFULLY) shy sort. If you try something like running to her house, you're asking for an Akebono strike.
Honestly, my headcannon best path to asking her out would be to have a small dog or something you can let go around her, get her comfortable with, then come to pick up, and start a conversation with her over during several encounters.
And yeah, if you want to make headway with Ushio, you really need to get on Akebono's good side. (Or maybe neutral to Akebono and enough on Sazanami's good side that she'd help you with Akebono.)
If Akebono falls for you..? Let's 'propose' her to 'watch over' Ushio together.. Avoiding minefield while holding flowers in both hand.. *thumbs up*

Well, mine would be hanging around with the 7th DesDiv first? Pretty sure we could be good friends with Sazanami, and being calm and humble would help with having Akebono think we're not shitty. Then eventually Ushio would get used to us being here and be able to chat a bit. Staying calm and gentle would help her not getting afraid. And I want to be friends with the 7th DesDiv too so that's all the reason :D
Somehow I get the impression that if there were a guy that Ushio liked, they'd both be so shy it'd take them years to get to the first date.

Using my anime rom-com senses I've developed over the years, an Ushio-type would most likely be attracted to either one of those tall, dark, serious, strong types who acts a total gentleman, but wouldn't recognize what love was if cupid stabbed him repeatedly in the eyes, or else one of those genki type spikey-haired idiots that she'd look up to for being so outgoing.
