I think a proper witch usually does look like a hobo, though. Moreover, in some universes the poorer the clothing the higher the status/experience of magicians who wear it (Sword of Truth series for example). :P

Different cultures. A world where humans live alongside Japanese youkai probably wouldn't bat an eye to magician wearing a frilly dress. Vice versa, a world where magic is a purely fictional concept would have trouble imaging a witch wearing ripped jeans and a t-shirt.
