I doubt they'd something like this. Most likely they (or just that single madman) went mad because of what happened in ULiL. If it's true that someone messed up with the occult balls, I'm almost sure it was someone from Gensokyo that we still don't know, and I feel it might even be LoLK's EX boss. Edit: On second thought, it's possible that some other lunarian on the moon purposedly caused an uproar on the Moon by causing the occult ball incident, although we know only two people capable of messing in the Outside World so easily (either from Gensokyo or the Moon): Yukari and Toyohime.
