Plot important one. Some of the harem members are PERFECTLY OKAY with doing it, but Issei himself said no, practically because a: Gremory's House relationship is far too strong. By choosing one of them he can damage the strong balance between the females; just look at Akeno VS Rias... b: Some members, such as Koneko is practically unsuitable for sex. He DID consider Asia as a female, but before that Issei considers her as his little sister. c: He's a rare example of chivalrous chaste pervert hero. Don't think too hard why those words which shouldn't have grouped together can describe him perfectly... d: he's too torn to choose WHICH one to be his legal wife. Before he got reincarnated for the second time (look at the latest airing episode), his fear of getting betrayed in relationship, coming from the fact that Reynare, the psychotic back-stabbing-fallen-angel-disguised-as-girlfriend practically killed him AND Asia; thus he is scared to have a relationship. OFC, after character development he's now officially became Rias' boyfriend, but that means nothing to the other Gremory members, especially Akeno and e: (real world reason) if THAT happens the rating for this LN would change thus there's a possibility of it discontinued. So yeah.
