From what I heard, the water in the bottles will reflect the light which will scare them away. And another explanation is that the shadow cast by the bottles scares them away. Not sure which is true, but it work pretty well at my house to scare off stray dogs and cats from my mother's flowers.
As far as I know it's not like water bottles scare cats and dogs away, but that common sense in animals tells them not to piss and poop wherever they see clean water. Thus they keep the place clean and go somewhere else.
... Uh, not any of them I've ever had. Actually they thought they made wonderful chew toys with how they deformed, crackled when bit, and how easily they could punch their teeth through them and really gnaw the shit out of them.

Plastic bottles filled with water I should add. I don't know, I placed a few of them near the flowers and they never approach the flowers anymore.
