It's pretty obvious that even if Sona's playing the (let's call it "biological") mother, whoever plays the husband would have divorced Sona and remarried LeBlanc, thus making her the stepmother without there being a problem that Sona, a living person, still plays the mother.

If I was to venture a guess, I would tend towards the possibility that it is a small mistake of the artist. Although I'm more curious as to who would be the father.

Why would it be the artist's mistake? A stepmother is someone's father's wife who does not happen to be also his biological mother. Chinese 后母 works similarly. Since a stepmother only happens to be a 'mother' by virtue of marriage to one's father, it naturally follows that a stepmother must be currently married to the father.

So, really, no mistake whatsoever on the artist's part. When you hear hooves, think horses, not zebras.

You can't have a step mother without a divorced biological mother, thus whoever the husband is, is going to be Leblanc's husband, not Sona's. I see no problem here.

THERE is the ticking I had that something wasn't right. Thank you for clarifying my mind, it was my own misinterpretation.

I think it'd be funny if Jarvan was the dad. He'd get the other Demacians on his case for "marrying" a Noxian, LB would get on his case for being drafted as her "husband", and an enraged Shyvana would prolly dive his ass. And prolly get herself added to Annie's herd of pets for good measure.
