why hasnt the admiral remodelled Hibiki to Verniy?
I haven't seen anyone getting remodelled here. Remember that the mechanics of the ship-girl was a bit different here too (as will be shown later), so the whole remodel mechanic might be different, it might not been discovered yet, or it might simply not exist in this series.
