    ? Is it some kind of cultural difference?

    Cause this is pretty common in my area. Register employees usually won't begin bagging things unless there is a lack of space or the customer is counting the cash/writing a check/swiping their credit card.

    Probably, since in my area they would bag the items right after they scan the bar codes. And I heard that in European countries you need to bag them yourself.

    I can confirm this. Here in Germany, we take it one step further though: You have to PAY for your plastic bags.
