The Sen Taka (submarine, high speed) was capable of running faster submerged than surfaced for up to an hour (in high bursts of speed). The only WWII submarine comparable in underwater speed to the I-201 class was the German Type XXI "Elektroboote" class.

The I-201 class had streamlined all-welded hulls (with retractable 25mm gun mounts to maintain the streamlining), high capacity cell batteries and electric motors capable of providing 5,000 hp, not to mention snorkels to allow cruising while submerged and recharging the batteries while underwater.

Only three were built (I-201, I-202 and I-203) before the end of the war and none of them ever saw operational use.

Nioi actually exists as a premium ship in Steel Ocean and I've had some interest in acquiring her.

Especially after she outran my Queen Elizabeth-class battleship submerged... from directly behind me. '-.-

i-201 (Sen Taka Dai ) Surface speed: 15.8 knots
    Reference data - I-19: 8 knots - I-58: 6.5 knots - Ro-500: 7.3 knots - Maru-yu: 4 knots
That girl’s true strength is in the water dechi!!
Sen Taka Dai (i-201 to i-203) Submerged speed: 19 knots (35.2 kmh)
    Ah, there she is!!
    i-19 (i-15 class) Surface speed: 23.6 knots
    She's slower than I thought!
    Wait-dechi!!
At that period, it's a normal thing for submarines to have slower cruising speed when submerged. But there are uncommon ships that sacrificed surface combat ability for underwater capability. Unfortunately when the technology was finally combat-ready, war had already finished. Germany also developed high speed submarines in the same period and managed to use it in real battle.
Iku, the fastest submarine in Imperial Navy, will catch youuu!
Orel Cruise is waiting for you-dechi!!
I-201, you've been surrounded!! Return peacefully to the base to be implemented-dechi!
