I'd say it's the other way around - the personalities we associate with the shipgirls, in this setting, come from which girls get picked for their ships. There are probably some affinities, of course - our Kongou candidate here probably was chosen as a Kongou candidate because of her nationality - but the BURNING LOVE comes from this specific girl, not from the battleship.

Also, shipgirl candidates aren't entirely normal humans to start with - they can see fairies, for example.

Or there are many candidates, but only the chosen can see fairies, which are kept as secret from the candidates themselves.

If that's the case, Kongou and Nagato are lucky because they have met with the other ship girls early on, so they don't become the oddities in their class like Kitakami and Ooi during their high school years.

Kongou knows how things are done. And she has magic clothing to do things with.

I want to see Mutsu and Nagato abuse this as well.

She had it made for her. Close enough, especially since she had them made for her sisters and the Nagato/Mutsu pair.

That transforming Kongou kinda gives off mahou shoujo vibe.. Won't be surprised if the Li'l Girls will cause some mahou shoujo or kanmusu-esque cute shenanigans with those clothes.. Also, whoever the heck invented that system in the arsenal, i want to shake his/her hand..
