The left person in 4th panel seems to have thought that
Tojiko doesn't wear anything on the base of her ghost tails...
Futo has just said in panel 3 that both Tojiko and Miko wear frilly, transparent underthings, and all three men are responding with a shared thought. They might be talking only about Tojiko, but context makes me think they're referring to both. (And your revision sort of lost the flow for me, so I initially thought you'd split it into three separate sentences.)

Yes, I thought those men are responding independently. I considered that only the left man just sighed unlike the other blushing men.
And now I found Futa's tweet that supports my guess.

The tweet actually seems to say the whole crude group (輩) is expecting something of Tojiko being a ghost and wearing a long skirt, not that just the one guy on the left is considering it independently. However, the left man's disappointed sigh and lack of blush does indeed set him apart. Well spotted.
UmphFlipI'm telling you, don't talk about such things outside!!The underpanties of the modern day are made quite beautifully, with the splendid embroidery, ornamentation and such! These days, even the Crown Prince and you yourself, Tojiko, have such frilly, transparent—F...Futo! Have a little more modesty outside!Transparent...So she is wearing some...Frilly...Such strange utterances from you as well, Tojiko? Is it not strange to be saying not to show such things to people?
