IIRC they can legally collect fees from people who have "a device with a TV-viewing function", which includes smartphones, as determined by a certain retarded judge. Of course, the flip side of this is that you can't be fined or sanctioned for not paying the fees, unless there's a direct court order or something (usually happens to poor saps who unwittingly sign a contract or otherwise start paying. Then it's hard to get out of the trouble.)

Horizon Train works quite well. For Hibiki, I'm thinking of xoровоз (khorovoz), which is basically a portmanteau of хорошo (khorosho) and паровоз (parovoz). The latter means train in Russian, or a steam locomotive to be exact. Functionally, since the a and o's are unstressed (all schwas) in khorosho and parovoz, khorovoz has pretty much the same pronunciation as parovoz except for the initial 'p' being replaced with a 'h' sound.
