Well, she is pretty much that in this world. Ushio here looks pretty lifeless and bland, always moping around. The only thing that really have going for her is her huge boobs.
Take that away and you'll probably get RJ. Except more Blue. And no Kansai-ben fun. And more depressed.

I bet she'll be happier without big breast though with the way things are in her blue little world.

To be fair, that's brutally honest commentary. Were it not for her chest, where would she be? an ahoge character? Would this doujin we're reading now exist?

Well, Ushio is one of the top destroyer in the game, Her AA, ASW, and luck stat are good and she remodel at quite early stage too, so her chest isn't the only good factor of her, its a bonus.

Using ingame doesn't help. Plenty of no name DDs and Kagerou/ Yuugumo class has good states, but you don't see anybody give them an honorable mention. Now if they had huge breast....

She'd still be Akebono's nice-girl sister and straight-man to Sazanami. She's a good contrast character to her sisters and DesDiv-mates.

Honestly, if you want to talk popular destroyers, then the queens are the 6th DesDiv who have no chest between them, while there are enough large-breasted DDs to go around at this point that they're forgotten as soon as they emerge. As a group, the 7th DesDiv is the only one anyone even remembers besides the 6th DesDiv, even if they only barely qualify on that front.
