I think they hand-waved that one between season 2 and 3. Didn't someone mention the cartridge system was stabilized and updated? I think in conjunction with a mention that the system became mainstream, and the reason so many of the trainees ended up with it in their devices.
The only dangerous thing remaining is the very annoying beam-spam-is-bad-for-long-term-health plot device.

And what's she gonna do with a belt-feed? Blast the entire charge of a cartridge at her target at 200 rounds per second?
That kind of upgrade would push her out of bombardment-type bypass strategic-type and straight to deterrent-type mage, and the only tactic she'd have is the tactic they were thinking of for Caro: send her in alone and prepare a clean-up force.
It sounds awesome, but you know it'll only be a few Axel Shooters to achieve air-superiority. After that, only 10 seconds to Starlight the area or accept a surrender, and then months or years of waiting for someone else to get cocky and stupid and become yet another statistic in the file "Nanoha Assisted Suicides."

In volume 1 of the strikers manga, they have her hooked up to a battleship's engine while discussing testing of the new devices. Just some huge power conduit going into RH (I think?) and you can't even see how big it is, or what she's destroying. She's got headgear on to block the light though.
Got me, but I'm becoming more and more convinced there is some secret contest among Japanese fan artists over who can make the most outlandishly huge version that's still notionally at least "hand held". Since this one is about the size of a large motorcycle I predicate the next contestant will depict something roughly the size of a compact car, with a pistol grip on it somewhere of course...
I watched the first episode of this series and it was about some girl finding a talking racoon or something and taking it to the vet. Now the series turned into "girls wielding impossibly-large handheld weapons?"
The thing that always gets me about these images is how plausible they are. Hell, she's already got friggin' Fin Funnels, a Raising Heart mode the size of a Mercedes makes perfect sense.
