Isokaze would be a good cook if she is under a better cook.
I doubt that, in some of her hourly lines she mention Urakaze did some food and Isokaze another dish and still is not secure that you will not get poison(?).

My li'l sis, which is around 16 y/o did something on the quite similar magnitude.. When her BF came, she wanted to make some tea.. But shortly she asked me and my mom "why the hell the tea bag didn't mixed into tea?" lo and behold, she used some cold water to make the tea..

Because Isokaze cooks poorly and doesn't know how to do. Artist just tends to exaggerated what she did. Unlike Hiei over there.
