Probably because Mini Kaga has lot more fanart than the others.

Also helps that New!Kaga is also a carrier, of sorts, while all the other are completely different ones. Akagi and Hiryuu are also not JMSDF vessels, they're with the Japan Coast Guard.

So, in a way, Kaga's the first carrier to really be 'reborn' as herself.
