It's a WEBM, which you can see by mousing over the filesize link in the Information panel. Pretty sure they can just be set to not loop.

I wouldn't be surprised if this site is set up so that by default, video without sound will loop but video with sound won't. That's precisely what I'd do if I was in charge.

If you want to loop the video manually, you can usually (depending on your browser) just right-click on it and toggle the Loop option in the menu that shows up.
