This outfit is kinda like a mystery. Like: It is an outfit that was in Korindou (meaning that the school it had belonged is/was now defunct? Or it is from Sumireko herself, and she uses it as much as her Higashifukami High uniform? And if it is the second, is the uniform a high school type uniform, or a middle school type uniform?) It also doesn't help that there's another version of the school uniform (one with short sleeves like in post #3005963, post #4598318 and post #4557421, granted, since the collar and the wrists looks similar to the other one, it's means that the first one is a winter/midseasonal school uniform, while the other one is a summer uniform.)
It could be theoriezed that that school uniform was an early iteration of the Higashifukami High uniform, and then at some point in time it got changed to the one we see Sumi used in ULiL, FS, WaHH, VFiS, LE and VD. (since, it wouldn't be the first time a school uniform had changed the sailor-type to a modern type uniform (akebi-chan_no_serafuku is an example of it, since before Roubai changed into the modern blazer-style school uniform, one of the first ones it had was the sailor uniform Komichi usually wears.) granted however, this theory could fall flat if Hihashifukami wasn't the sort of school to change uniforms and just still has the same one it's wears. (Just like in kagami_no_kojou where near the end of the film, it's revealed that all of the kiddos that entered the castle all attended the same junior high, and from the 80's towards the 2020's, the school uniform didn't got a lot of changes in design.)
Is still a theory though, and it could be jossed very easily if information gets changed all of a sudden.
