I can't look at this character without thinking of Alice Margatroid. I wonder if that was deliberately done by the character designers.

Was thinking the same thing. To be fair, a lot of characters have doubles out there, fan-art even stuck them together; you have Volkner and Minato, Seto Kaiba and Light Yagami, Shirakiin Ririchiyo and Aoi Yamada, Sanji and Satou...
Even simply copying one of my match-ups and sticking into a search on the web shows this, there's only so much variation among characters.
