Not sure if the game is compatible with the PS TV (or Vita TV), but if it is that could be the cheapest way to own a Vita. If you own a PS3 then the the PS TV cost would be around US$85 (~$45 console, ~$40 16 gig mem card), if you don't own the PS3 then that'll be around another ~$40 for a controller which brings the price around $125.
If you're patient though you'll probably find some good price deals over time and likely get the console for around $20-30 and the memory around $20-30. For example some places were selling the PS TV device itself for $20 around Christmas time.
Update. Apparently they've announced that the game will be released in the West this year on Vita (external link ANN). As they have also announced the PC release of htoL#NiQ and Criminal Girls originally released on Vita (external link ANN), this would strongly suggest Yomawari will end up released on PC after the Vita release (probably anywhere from 6-18 months afterwards unfortunately).
Given Vita hasn't done very well in the West, and Sony strangling it by not supporting it, it's getting much more common Vita first releases are ending up on PC afterwards.
