Keine canonically doesn't have breasts.

Looking at Hopeless Masquerade's sprites (I don't know how canon you can count these though) Mokou's breasts are actually slightly bigger than Keine's. The only one who actually has significant breasts from imperishable night is Eirin - unless you count the playable characters.

I don't know if using the fighting games is the greatest way to go about determining this, considering they seem to take a degree of liberties with character depiction.

Not to mention lack of consistency (see: the whole Sakuya PAD thing).

Keine actually has no breasts consistantly within canon. Everything she's appeared in that's canon depicts her with no breasts - even perfect memento in strict sense.

I have heard that Moe Harukawa's drawings (she's the writer of forbidden scrollery) are the closest to canon that we can get as she get all her information about what the character looks like from ZUN rather than the fandom. Unfortunatley, none of the mangas have a good shot of Keine to really judge.

Well, if we're going from official materials:
IN : Flat (both normal and EX)
PMiSS :Flat
BAiJR : Flat, but another illustration may imply that it's due to her clothes.
Inaba : Boobies (clothed)
CiLR : Flat
HM : Flat(maybe), if we consider the clothes thing as well.
FS : Flat, but again, the angle may suggest it's because of the clothes as well.
Even if Harukawa's art is considered closest to canon, do remember that even Byakuren looks somewhat flat under her clothes, and they're only apparent once she get into her rider suit.

Also, those who says Mokou has bigger ones should look again in both HM and ULiL.
Still, Eirin certainly fits the bill, as well as the store girl.
So Kaguya, Mokou, and Tewi are put in where they belong too.

Anyway, for Keine, I think her having big breasts is heavily influenced by the Inaba comic, and the fact that she's a youkai that resembles some type of bovines. So coming up with huge milk tanks aren't that strange for the fans.

ZUN has only mentioned a few characters having Large Breasts. Yuyuko and Yuugi in particular as we as Yukari.. Even using a compairison againsts other girls by saying they had "Yuyuko level Breasts".

I assumed that Inaba was influenced by the fandom - and the 2nd fact. A lot of people don't consider Inaba to be canon due to ZUN having less involvment.

TRUE. Both Reisen and Koakuma are fandom- influenced. cannon, Koakuma is mischievous and Reisen is pretty stoic. But in Inaba, Koakuma seemed to be pretty docile and I don't see her acting mischievously even once, and Reisen is very obviously fannon.
Even now I 'm still mourning over Reisen got turn into the cliche butt-joke, sex-appeal, easy to be bullied type that almost every anime rabbit girls are, instead of the stoic type like she was originally intended to be.
