The most fun about this, is that if you fight them, you're going to need to use smaller guns on them or smaller ships, or you'll be less likely to hurt them. So brute force from the Battleship main guns, is not going to make it easy to beat these little monsters.
There already are. The concept for this is quite generic for what would be imagined for "baby abyssal" don't you think ? Abyssal helmet head, and small stumped appendages. Maybe less the horn because it rarely appear in existing ships so far other than the boss.
On a more serious note, I think there would be a time where we will have an abyssal foetus or something.

The inclusion of these toddler abyssals raises a bunch of questions of the nature of abyssals. Like are they made from the bodies of dead humans? Or are they grown in labs to look like humans? If so, why? What came first, the KanMusu or the abyss?

There are three ways fanworks go:
One is that Abyssals are some sort of alien, where the lower-level, completely inhuman destroyers are functionally eating and/or assimilating the dead to transform into more powerful, more human variations of themselves.
Another is that they're spiritual entities made up of those lost at sea, so they're the corrupted souls of toddlers who drowned.
The last is that they're just built in a factory, (and for that matter, so are shipgirls manufactured like a robot, fully formed, no parents or family,) and I guess if you throw less resources in, you get tiny malformed baby-ships.

I usually like to subscribe to the idea that the Abyssals are made of human corpses from past attacks on civilian vessels/populations, from the base I-class to even the Himes. So these PT Abyssals would have been drowned toddlers from destroyed cruise ships, ferry boats, the usual. Maybe even a pregnant lady who drowned or was killed in an Abyssal attack and her fetus(es) reused to create Abyssals with. Adds more body horror and abhorrent evil to them.
Facing these little fucks is infuriating. I fear for future events. As if this game isn't already riddled with salt-giving bosses. They had to think up of these fuckers.
This is probably the only time where I'm glad that I picked Hard mode for event final map. For whatever reason Hard mode actually has less chance of meeting them.
