Makes perfect sense if you assume a setting where they're not actually little kids and just look like that. Really they're the outliers at this point, most of the DD look and act at least high-school age. While other classes have some members that are commonly shown as immature in fanon only the Akatsuki sisters seem to be consistently portrayed as acting or being on the level of actual children.

The Asashio and Mutsuki classes say hi. (Asashios in particular are treated as grade-schoolers and often sent off in randoseru, I.E. post #2170241.)

It seems like classes have different ranges of acceptable ages, with DD being elementary through high school aged, while CLs are high school through college aged, and CAs, CVs, CVLs, and BBs are college aged to middle aged. Plus, PT boats are apparently now babies...

Why would small warships be dogs if PT boats, which are not warships, are babies? If anything corvettes (the smallest type of warship) would be babies and PT boats would be dogs.
