You forget that "dog-beating" would probably have not gone over so well with the Western Allies as another reason the ROC decided to keep that name.
Can you imagine the public opinion of Taiwan if US troops got repeatedly stationed in a city that translates to "dog-beating"? The ROC couldn't afford that, so change it was!
