I doubled back to the Nagato strip in pixiv (Puchi 710), and apparently Yuureidoushi said this in reply to someone's question about whether Nagato was given the ticket or not: 4コマ目はほっぽちゃんがチケット持ってますが渡してはいません！
That is: "Even though Hoppo-chan can be seen holding the ticket in this 4koma, she didn't give it to her(Nagato)!"
