Re's mixing katakana (in places where katakana wouldn't be used normally, especially the particles) with hiragana.
Writing all kana in katakana indicates robotic/monotonous speech. This convention is used both in-game and by doujin artists for Abyssal speech.
Re's speech is written predominantly in normal hiragana (and kanji), with occasional lapsing to katakana in odd places. To adapt this, Stan Miller alternates between normal and monospaced (using as a shortcut) font.
She basically sounds like a slightly malfunctioning speech synthesizer. Human-sounding most of the time.
