As I understand it, that's just how long ago her tale was written. We don't know how long she's been around prior to that.

The thing about Tewi is, she's suppose to be the White Hare of Inaba, right? If I heard correctly (correct me if I'm wrong), it takes about 1,000 years for a rabbit to obtain a human form. So, for Tewi to have a human form during the events of Gensoukyou's creation (if I'm wrong, correct me), she would have to be at least 1,000 years old, if she was the White Hare of Inaba. So about 1,300 years is somewhat correct, depending on how old Gensoukyou is.

The tl;dr is, Tewi needs to be super old to have a human form.
