Because from the voice lines, everyone are throwing the beans at full power, and even though they are bean, they still hurts.

Jintsuu doesn't have any this time, but Kasumi seasonal voice will give you the answer you're looking for.

I don't think Jintsuu would let her get away with dying quietly. She needs to leave an apology.

Kaga seems to let it get to her as well.

Jintsuu is sometimes portrayed as an oni-like instructor (AKA Japanese equivalent of Drill Sergeant Nasty) due to the exploits of the real-life ship and her admiral, Tanaka Raizo (who had a reputation for being an excellent and strict trainer).

Kaga seems to let it get to her as well.

My assumption was that they weren't throwing beans so much as launching them from their cannons/guns. Many of the setsubun lines seem to indicate it (Kirishima and Agano, for example).
