Wouldn't he be able to reduce the load by having it drop from raffle or something and winner would get the torpedoing. Increasing the limit to a bigger number would just post-pone the workload. Raffle would allow him to adjust it to lesser count.

Instead of each building at their own pace, spaced out over time.
At the very least the distribution will be stretched wider.
Trust me, I'e bred fruit flies at 25 C incubators... and they almost all eclose at once if density isn't too high. Take them to 21 C room temp and they don't even come close to eclosing (leaving pupa stage) at once, even at the same density.
