    I suppose the hair color lends itself to Kongou being Eevee and Iowa being Pikachu.

    Fubuki is the Pikachu of Kancolle. Kongou is simply a fan favorite character.

    Fubuki's more like Clefairy, the one character that was supposed to be the main character but was then pushed aside for more popular ones. Nothing against Fubuki though, I think she's great.
