I'm pretty sure the crying one is Inazuma which would make far more sense really.

inazuma already knew her sister left a few pages ago, so it wouldn't make sense for her to freak out now.

Although it's hard to tell who is talking and who is up now, so it could be ambiguous.

It's Hibiki who is crying. This artist's Inazuma does not feature inward pointing sidelocks like the crying character has, while he depicts Hibiki and Akatsuki with them.

There is also the positioning to consider, which Inazuma was the one sleeping in the middle.
