From when Kongou was launched to when she left England was just over a year. I'm not aware of any 15-month-old babies who speak proper English (or any other language). If you count her as being "born" when she was laid down, that's only an additional 16 months. Even adding in the time it took her to get to Japan comes out to less than 3 years between being laid down and being delivered to the IJN.
