I see no reason it wouldn't be, it's period of ammo that was part of a tanks standard load and would be important in allowing several types of vehicles to compete effectively. I could see a restriction that allowed only a period correct percentage of the payload to be of the type though.

They let an IS-2 hurl 25 kilogram armor piercing high explosive projectiles rated to penetrate something like 200mm or armor grade steel at combat ranges at a "tank" with armor so thin you could defeat it frontally with an M2 browning and you're saying that APCR would be disallowed for fucking safety reasons?!

At some point, logic was thrown out of the window apparently.
Though I imagine it was for fair play, since historically some tanks or cannons are not equip with certain shells, like HEAT.

This makes no sense, either. They don't give the slightest of shits about fair play because they have NO system of handicaps, weight limits, or era restrictions they'll count a fucking Tiger II as exactly the same as a five ton tankette with only machine guns. These rounds are historical, were issued and used, and were specifically designed at the time to give them a better chance against heavier armor. They scream for inclusion and their is NO logical reason they wouldn't be.
Like I said the only restriction might be that you can only use historical allocations to prevent everyone from only firing super shells at all times (so for instance no German tank from after 1943 gets basically any because all tungsten core ammo production was stopped due to shortages to reserve it for critical uses like machine tools).
