Foxes and dogs are from the canidae family. If lions can behave like a big sized cat (both felidae family), I don't see the problem.

She's more like Shigure... But I have the feeling that Umikaze will not have her Kai ni before a long time... She doesn't have any seasonal CG to begin with (Even Shiratsuyu has one)

maybe she just has to wait, kinda like Harusame. Harusame didn't receive seasonal CG until 1 year later (first appeared in summer 2014 event, obtained her first seasonal CG in fall 2015)
