I thought editing other people's work like this was not okay, or that's just for nude filters?

I mean - for me, it depends - If the original owner agreed for an reedit, and that reedid brings something new then okay. Some arts (quite nice) based on Ke-ta's Youmu were deleted actualy for no reason, and i still can't grasp how it was different from derativate works.

But here we have just some ropes and gags lousy drawn on an unedited picture, it's not even worth to call phoshop work - with some patience you can do this in a goddamn MS Paint.
