Consider the present day. The modern Kaga is technically an Aviation Destroyer. RJ is just leading the way.

You need to compare her to her contemporaries to be useful. And she's a light carrier.

Plus, the modern Kaga would be somewhat overmatched if she was deployed against an actual carrier.... but that's a debate for elsewhere.
