I figure that its a matter of it not being a realistic design, but I am genuinely curious as to how this is supposed to operate, even rhetorically

Oh, well. Since there are two strings, the cams can only possibly be decorative elements, meaning the bow is supposed to operate in a traditional fashion. That means even one of the two strings is redundant. Without any sort of recurve, with limbs that thick, it's pretty much nonsense...
