That's down below. THe sweat are mostly from upper body where, in Houshou's case, would be under at least 2~3 layers of clothes.
And summer in Japan isn't that easy to take either. Temperature might not be as high as how India is reported to have just earlier this year but due to having it being right after rainy season, the air being full of vapor is now in low humidity almost right away. Adapting to that in early summer is not easy.
