Especially since "Delivery Health" means "prostitute". Is she trying to say she doesn't do "delivery" things -- so, "slutty things like that"? That almost makes sense, but... what?

Well，"wa" is strictly speaking a topic marker, and can be translated as such (About X...), but usually most translators forgo that to avoid clunky-sounding sentences which may even obscure the meaning of the original passage. E.g.. almost nobody translates "Watashi wa X" as "about me, I'm X". Usually it's straight up "I'm X", but the translation will vary somewhat depending on the specific nuance of wa and X.

Tenshi's response in Panel 2 is basically a dere-ish response to a potentially embarrassing comment. The implied message is probably a request to grope her breasts, or possibly a comment on how her breasts have grown. "to omou" is added at the end to make it a cagey response.

M: Can I grope your tits?
F: Um, I don't think that's something you should ask from a girl...

M: Did your boobs get bigger?
F: Um, that's hardly an appropriate comment to make to a girl, I think...

Note also that 言う means to say or utter something. One word, or a short sentence or so. Not to hold a conversation or discussion over. It differs from 話す (roughly equivalent to English "speak").

She is trying to say "delicacy", in the sense of "tact and consideration", but she gets the English word wrong and says "delivery" instead. "Delicacy" is somewhat common loan word when used in that sense - "Don't you have any delicacy?" is a response to somebody else being too forward.
