Nagato or Kongou would result in obvious conflict, but Fusou would cause Yamashiro to become confused by her dueling desires for Onee-sama and Shotadmiral monopoly.

Of course, considering the shaded face Yamashiro has when she suggested the recipe, if she's the secretary ship, and was the one actually carrying the order out, she may not have actually used the stated amount of resources in order to sabotage the chances of a new battleship. Shotadmiral needs to check to see if he's winding up still having more resources than he really should for all the construction he's doing...

No. Nagamon is Nagamon for destroyers and submarines, not little boys. That's Mutsu or Kongou's job.
