I wouldn't call this foreshortening, it's forced perspective with an almost fisheye lens effect. It's clearly intentional.
Agreed. Perspective can be really hard without direct reference, and even then it can be undone when making applying stylistic changes. I see nothing abhorrently wrong with the art quality here. Could it have been done better? Yes? Does it merit deletion due to poor quality? Definitely not.
