i don't understand what the flag reason trying to implying. the shoulder and the neck CAN be at the same height, you just need to raise your shoulders. and looking from the way she holding the breasts, the shoulders should be raised(just try the pose yourself). and that gold plate also should be raised along with the breast as well. that's why the head looks close with that gold thingy. is that what you're trying to imply?

Nope. Not the way she is holding her breasts. If the shoulders are raised than the elbows should be pointing outwards (the elbows are pointing downwards) and be away from the body. Neither of those things is happening.
And the shoulders are placed right next to the collar (neck). That would be the normal length of an arm so it could reach the hips with her hand if we would create that scenario. I think that the artist messed this here up on both sides.

It looks like it rides high because the point where the pauldrons jut out is actually a little above the shoulders, and the cape lays across them. The body suit is black and has a bit of a collar which you can see above the metal piece, it does blend in but its there. The gauntlets are the larger style that flare out at the wrists combined with the cape could easily obstruct the arms.
