Actually, the only absolute restriction for one to be eligible for the Ruler class is that the Servant "must not have any desire for the Grail." The requirement to be a Saint is implied, but not explicitly stated.

nope, they have to be a saint, or at least considered one by people of the time to be a ruler, Amakusa Shirou have desire for the grail yet still summoned because he the only one that were considered a saint in the east.

Like Jeanne's role as the savior of France, or Tokisada's attempt at revolution to validate Christianity in Japan.

But yeah, it wouldn't be that strange if she become a ruler class as well. She did ruled over the land of shadow and acted as a gatekeeper, teacher and queen of the land of the dead and the living.
From Ruler's description, Scathatch can fit nearly every criteria as well. She had little to no desire or interest for the Grail itself, or anything worldly for that matter, except for death.
But Natsuverse can really do whatever the fuck they want. As if simple bullshit interpretations can stop them from releasing Scatty as a Ruler if they want to make money from it.

They have to be saints. There is literally no peice of type moon material that backs up whay you just said. Scathach isn't considered a saint. She can't be ruler. End of story. All the rulers have been saints and fate/apocrypha materials also state this.
Jeanne said having no desire for the Grail was one of the fundamental requirements, however, Amakusa is said to be the exception due to him being the closest thing the Far East had to a Saint, so clearly "being a Saint" and "having no desire for the Grail" are both requirements, with "being a Saint" taking priority if a Servant with "no desire for the Grail" can't be summoned for some reason.
Keep in mind though that, in Fate/Apocrypha, Amakusa was summoned by the Einzbern to be an actual participant in the Grail War, and not intended to play referee like the Ruler class is supposed to do, so it's possible that mucked things up a bit in his case. It's a bit of a moot point anyway, because, as pointed out, Scathach normally can't be summoned because she's still alive, and she actually has a strong desire too (she wants to fight an enemy that can finally kill her), so there's three strikes against her.
That said, going back to the picture, I can't help but laugh at how "EASY MODO" Stay Night would have been had Shirou summoned "Shishou" instead of Arturia. Scathach really is ridiculously broken lore-wise; having multiple Gae Bolg-styled weapons, being able to summon Heroic Spirits herself (and they're at full strength, not weakened like Iskander's soldiers), and even being able to modify the spiritual cores of existing Servants to change their Class and even their Noble Phantasms! She would have likely steamrolled everyone but Gilgamesh and maybe Heracles.

She might have been able to enslave Gilgamesh, which would've been worse. At the very least she would've laughed in Medea's face when she tried to use Rule Breaker.

HS Scach can summon other HSs, but it's unlikely Servant Scach can do so. Ghosts can't anchor other ghosts. (And she didn't change their NPs, they just pulled out new stuff outta wherever because comedy event)
