Heck that isn't even their real mother it's just Irisviel's image being used by the grail itself
It's definitely a Iri at the very least. Her death quotes have her call out for "anata" and "Illya" and her "likes" in my room have her choose "that child and that person."

Nah it's actually Iri. She kinda gets absorbed into the grail or something. Shit's weird.
Unlike the disposition that represents a polluted Holy Grail, the Holy Grail of Fuyuki that concealed 「all the evils in the world」, she is strongly endowed with the aspect of 「Irisviel von Einzbern」 as a wife and mother. If we were to apply it as a Divine Spirit, she is an existence furnished with an Earth Mother Deity-like disposition.
Yeah NO that's not Iri it's just the grail emulating her
She can be a grail terminal and still be a person.
See it this way, she is basically a emulation of her personality similar to what Angra Mainyu did at the end of Fate/Zero only purified and not evil. In both cases the "original" Irisviel is still dead.

Yeah, but that Irisviel never met Kiritsugu or had Illya either. It's weird.
The "Dress of Heaven/Irisviel" we get as a reward for the event is supposed to be the Irisviel from that Singularity (a timeline where the Einzbern never hired Kiritsugu, and instead paired Saber with a powered-up Irisviel), yet her lines all indicate she's either the Irisviel from the regular timeline, or at least the Grail imitating the Iri from the original timeline.
Same with Assassin Kiritsugu. He's not supposed to be canon Kiritsugu. He's supposed to be Kiritsugu from the AZO-timeline, where he was never hired by the Einzbern and became a Counter Guardian. Despite that, the fandom treats him as if he were canon Kiritsugu, and one of his Personal Skills involves the canon Irisviel's love for canon Kiritsugu (she even speaks to him in one of his My Room lines though he can't hear her voice), which doesn't make sense since he's technically a different guy (he's unintentionally NTRing his alternate universe self).
It's bizarre since the primary appeal of these games is the waifu/husbando factor. You'd think having versions of the characters who never met their significant others would allow the player to safely enjoy having said character as a waifu/husbando without feeling like they're starring in a NTR doujin*. Yet the game then has these two, and these two alone, act as their canon selves, despite the event stating they're alternate universe versions, with no explanation as to why.
*I assume that's why they have Nero and Tamamo state in their lines that they still remember the Extra protagonist and still love him/her only, but we also have Nero Bride, a version that never met Hakuno, and we have Tamamo Cat, and presumably the other members of the Tamamo Nine in the future, who all never met Hakuno. We also have Assassin Shiki (regular Ryougi Shiki) and Saber Shiki, who is her Void personality (and who is stated to like Shiki's family but not love them the same way Assassin Shiki does).
Nero is still the "praise me :3" type she's always been, but she's toned down her flirtyness as she still remembers Hakuno. Same with Tamamo, she's still super flirty with everyone but her (implied) true love is still Hakuno. I'm also assuming that goes with her summer version as well, as it "should" just be regular Tamamo in a swimsuit.
Nero Bride has never met Hakuno so she's in love with the FGO protag, and Tamamo Cat as well, though "love" may be too bright of a word because Tamamo Cat is pretty dim...

It falls even more apart when you realise that in the original canon a Irisviel that never met Kiritsugu would still be just a doll. It's Kiritsugu who teached her those human values and eventually evolved her personality into the Irisviel we are all familiar with. So yeau... FGO is really messy...

That's usually what happen when you mess with a fairly well established timeline too much, even if the same story writer did it.
Didn't every servant in Fate series should be remember (or at least known) history of their counterpart from diffrent timeline where their are summoned. I vaguely remember something like that in Rin's Route. I think that's the reason every servant in FSN can known the ability of the other servant only by knowing their name. For lazy though, just think that's the reason why Iri/Kiri have paternal feeling to Illya.

I'm reading the translation for both of them for their my room lines, bond line, accession lines, character info, and I don't see anywhere it mentions Hakuno or a previous master. Are you sure you're talking about grand order? Also for the scenarios for swimsuit Tamamo during the summer event, it doesn't seem like she has a true love somewhere else judging by the interaction between her and Gudao.

At least one of Tamamo's lines has her mentioning that she will remain faithful to her true love even though she can't remember who that true love is, and then she asks you if you think it's strange that's she's loyal to someone she can't fully remember.
Nero has one line that's similar.
That said, Swimsuit Tamamo is another strange case. She should just be regular Tamamo with a Class change and a different outfit, yet she's way more flirty with the FGO protagonist during that particular event. Personally, I just chalk it up to the Summer Event being a comedy event and not meant to be taken seriously.
FGO is unfortunately prone to inconsistencies like that. It's one of the disadvantages of being a work that has multiple writers on top of the comedy events (like in mainstream American comic books where you'll have long-time characters acting wildly different under separate writers).

I was under the assumption that Summer Tamamo (also mentioned in her profile) was more "free" and thus more flirty. However nowhere does she actually go beyond flirting though, so I assume she's still not in love with the protag as Tamamo is always flirty, just her summer version is even more so.

Nope. Even in the Japanese I don't see the lines you mentioned. Perhaps it's actually a comic you saw it from? Which in regards to canonical or not, I'd say slime cause I don't think there's an actual manga for it yet other then a bunch of anthologies and short stories.
It sure is peaceful.... well then did you drop this innocent little devil Illya?I told you they're not mine...!
Hey, wait!
Did you drop this both angelic and demonic, scariest loli master Illya?or did you drop this white and pure image Illya?Or did you drop this clumsy but cute magical girl Illya?Uh....
